Rodrigo Cetina Presuel is the Executive Director of the Real Colegio Complutense (RCC) at Harvard. and a Researcher at the Institute for Global Law and Policy of the Harvard Law School. He is the co-Vice Chair of the Law Section of the International Association for Media and Communication Research and the United States East Coast Ambassador for that same organization. Rodrigo is also the Communication Law and Policy Coordinator for the Jean Monnet ad Personam Chair in European Union Law and Government.

Rodrigo is responsible for all operations in support of the mission of the RCC, encompassing managing staff, facilities, health and safety, finance, implementation of programs, human resources, general administration and the day-to-day acitivities of the center.

He conducts research related to communication rights and how private entities are shaping the digital public sphere we use to communicate, particularly within the context of social networks and the use of automated processes that govern and sometimes impede free expression and the interaction between private entities that regulate speech and the constitutional constraints governments face when regulating expression and content online. Other research interests include the tensions between human rights, democracy, the use of algorithms for decision-making and widespread online surveillance by both the state and private entities. He has also done research on how copyright law can get in the way of the exercise of the rights to seek, impart and receive information of the user.

He holds a PhD in Communication Law and Policy from Complutense University of Madrid, a Master’s in International Law from Instituto de Estudios Bursátiles/Instituto Superior de Derecho y Economía, in Madrid, and a holds a Bachelor's in Law from Marist University in Mexico.
