Deb advocates for state and federal policies to expand access to comprehensive and equitable substance use disorder care through insurance coverage. She works on LAC's Parity at 10 Campaign, helping states improve enforcement of the Mental Health Parity and Addiction Equity Act, and an initiative to improve access to substance use disorder care in Medicare. Prior to joining LAC, Deb was an Equal Justice Works Fellow at Health Law Advocates, where she developed and implemented a project to combat barriers to mental health and substance use disorder care for low-income residents of Massachusetts through direct client representation and state-based advocacy. She has also worked in the Office of Patient Protection at the Health Policy Commission in Massachusetts before attending law school, where she realized her passion for mental health parity.

In addition, Deb has interned for the National Health Law Program, the Centers for Medicare & Medicaid Services, the Department of Justice’s Civil Rights Division, the DC Superior Court Mental Health Community Court, the Mental Health Legal Advisor’s Committee, and the American Foundation for Suicide Prevention. She has also been volunteering as a crisis counselor for various organizations since 2008. Deb graduated from Vassar College with a B.A. in Psychology and earned her J.D. from Georgetown University Law Center, where she participated in the Health Justice Alliance clinic and received exceptional recognition for her pro bono work and community service.
