Biography

Matthew Gebhardt is an Assistant Professor of Urban Studies & Planning and Real Estate Development at Portland State University, having previously worked as a senior associate at an interdisciplinary consulting firm managing a variety of planning, development, and design projects for public, private, and non-profit clients. Dr Gebhardt’s research concerns the translation of visions, plans, and policies into action and the structures and institutions that facilitate or constrain this process and produce (un)intended outcomes. His specific interests include national programs, such as Rental Assistance Demonstration (RAD) and local issues, including Accessory Dwelling Units, affordable housing finance, and temporary uses.
