Biography

Nanyang Technological University

Joc Cing received his doctorate in Artificial Intelligence in 2000, specializing in constraint optimization and expert systems. During his 20 years in technology, he started as a software architect for rules-based workflow systems in consumer products and as a consultant on resource allocation problems with ILOG SA, bringing him around APAC including China, India and Australia. He then returned to academia for the next 7 years as an Assistant Professor teaching Algorithms and conducting research on computational epidemiology using multi-agent simulation systems. He was an associate partner in ViroLab, a EU-funded consortium to predict immunological responses to HIV pathogenesis, as well as having held visiting professorships at UCL-CoMPLEX and CityU HK as a Tan Chin Tuan Fellow. He is a published author in 13 journals and 18 conferences amounting to more than 800 citations (since early 2017), and has won several awards in business, teaching and research. As an entrepreneur, he founded ROSS Scientific Pte Ltd to help hospitals track and predict how drug-resistant bacterial infections would spread through an ICU using staff movement data and simulation models. This also involved setting up a Dutch BV in Maastrich to innovate on the tracking technology, while taking on projects with 4 out of 5 public health institutions in Singapore, eventually winning the grand prize at an infection control international conference hosted by John Hopkins (including a grant from the NMRC). For the next two years, he went on to found the ScanScout office (an EDB portfolio company), leading it initially as the Director of R&D, then through a merger and a subsequent IPO on Wall Street in 2014 (as Tremor Video Inc) for a total of four years as its Managing Director for Singapore, growing its operations and team, while directing product to achieve USD 60m in value. In the recent 3 years, Joc took on the position of Director of Technology at Nanigans, followed by SVP of Engineering at Pocketmath Inc, helping to streamline processes, improve availability and scalability while reducing costs - all through a people-centric culture. He was recently the CTO at Perx Technologies.
