Toby has been at Manchester since 2006. Prior to this he was a University Research Fellow in the School of Law at the University of Leeds. Before entering academia, he worked for over 10 years in the voluntary sector, involved in research and policy work on issues of drugs, crime, mental health and social exclusion.
