Lee Kuan Yew School of Public Policy

Caroline Brassard is French Canadian and is living in Singapore with her three sons. She holds an undergraduate degree in Mathematics-Economics (University of Montreal), a Master’s in Economics (University of Toronto). Prior to obtaining a PhD in Economics at the University of London, School of Oriental and African Studies, she undertook long term assignment with UNICEF in Madagascar, CARE Bangladesh and short term assignments in Vietnam.

Caroline has been a full-time faculty at the Lee Kuan Yew School of Public Policy at the National University of Singapore from 2002 to 2015, before becoming adjunct faculty until now. Since 2017, she has been academic adviser at the Centre for Peace and Justice, BRAC University, Dhaka, Bangladesh. She is also an honorary fellow at the Centre for Women Studies, Kumaun University, India.

Her research focuses on development policy lessons from disasters (hazard-based and man-made) in the Asia-Pacific, and disaster governance and humanitarianism in urbanizing contexts in Bangladesh, Bhutan, and Indonesia. She is currently writing a manuscript on the impact of five megatrends on the Himalayas, namely climate change, rapid urbanisation, demographic change, technological innovations and geopolitical shift.
