Winthrop Brown

Background and Education

Winthrop Brown is an Adjunct Professor in the International Economics Department at SAIS and teaches a course on the Regulation of the International Financial Markets.

In March 2013, Mr. Brown retired as a partner in the law firm of Milbank, Tweed, Hadley & McCloy, where he was head of the firm''s financial institutions regulatory practice.  At Milbank, Mr. Brown concentrated his practice on U.S. regulatory issues affecting foreign and U.S. commercial banks, bank holding companies, broker-dealers, investment advisers and private fund managers, and their affiliates.  He has over 35 years of experience in advising leading banking institutions on a wide range of matters involving novel financial products and services, acquisitions of and non-controlling investments in banking institutions, bank and broker-dealer formations and changes in control, complex structured finance transactions, and ongoing compliance with US banking and securities laws and regulations, including with the recently enacted Dodd-Frank Act.

Before joining Milbank, Mr. Brown was partner and chair of the financial institutions practice group at the law firm of Shaw Pittman, resident in its Washington, DC office.

While at Milbank, Mr. Brown frequently lectured and participated in panel discussions and seminars on regulatory issues.  He is a member of the District of Columbia Bar.  He also has also served on the boards of various local nonprofit organizations.  Mr. Brown received his Juris Doctorate from the George Washington University School of Law in 1974 where he was a member of the Order of the Coif. He received a Masters of Science degree in International Relations from the London School of Economics and Political Science in 1971 and a Bachelor of Arts degree from Stanford University in 1970.
