Tim Clarke is the founder of tc Health Consulting, drawing on nearly 24 years’ experience with a major international HR consulting firm, most recently as Health Chief Innovation Officer. In this role, he worked with Canadian and global employers to manage all elements of their Canadian employee benefit programs. Tim is a regular speaker at Canadian health benefits industry events and author of industry publications.

Starting as an actuarial analyst in the Health Management practice of Hewitt Associates in Toronto, was promoted to consultant and then senior consultant while working with clients on a range of employee benefits programs. Areas of focus included flexible benefits design, pricing of benefit programs and valuation of post-retirement benefits.
Through brief assignments in both Chicago and Vancouver (18-24 months each), I had the opportunity to be exposed to a diverse range of clients. This exposure has helped me to appreciate the wide variety of factors that drive how organizations make decisions regarding their employee benefits and HR programs.
Leveraged my exposure to the US health system and the actuarial consulting approaches there to build many of the flexible benefits pricing and analytical spreadsheet tools that were used within Hewitt in Canada for over a decade afterward.
Began to be active as a public speaker in Canada on benefits-related topics. Leveraged my client, technical and public speaking skills with ever more complex clients until my promotion to Hewitt's Canadian Health Management Practice leader in June 2006.
