Philip Andrews-Speed

Dr Philip Andrews-Speed is a Senior Principal Fellow at the Energy Studies Institute, National University of Singapore and a Senior Research Fellow at the Oxford Institute for Energy Studies. He is currently based in the United Kingdom.

Philip’s initial training was in geology at the University of Cambridge and he started his career as a geologist working in academia, mineral exploration and petroleum exploration, latterly with BP in China. He then retrained in energy law and policy with an LLM (University of Dundee) but kept his interest in China. From 1995 to 2010, he was on the staff of Centre of Energy, Petroleum and Mineral Law and Policy, University of Dundee, ending up as Professor of Energy Policy and Director of the Centre.

From 2010 to 2012 he led a major European Union, Framework 7 Programme project “Competition and Collaboration in Access to Oil, Gas and Mineral Resources”. He was a Fellow of the Transatlantic Academy at the German Marshall Fund of the United Sates in Washington DC during the academic year 2011/12 working on the global resource nexus.

In 2012 he joined the Energy Studies Institute (ESI) of the National University of Singapore. He kept his interest in China but became more deeply engaged with the energy challenges in Southeast Asia and in the governance of nuclear power. In early 2022 Philip returned to the United Kingdom. He has kept his links with ESI and now works with the China Energy Programme of the Oxford Institute for Energy Studies.
