Graduate Institute of International and Development Studies

Mohammed-Anwar Sadat Adam is an interdisciplinary development professional with 15 years of experience in strategy and programme leadership; in organisational development for civil society and local government; in gender, governance and social accountability; in development evaluation; and in policy research and analysis for advocacy and policy influencing and reform processes in Ghana and beyond.

From 2005 to 2007, he worked in Ghana’s local government system as a governance capacity building and development management specialist for a decentralisation capacity-building project, DISCAP), funded by the Canadian government and implemented through Ghana’s Ministry of Local Government and Rural Development. In 2007, he led an assessment of the performance of 26 local government bodies as part of a nation-wide performance assessment and evaluation system for local governance performance.

In the field of research, Mohammed-Anwar’s work at Ghana’s Institute for Policy Alternatives allowed him to support the design and implementation of action. This included a study funded by UNICEF and the World Bank, Participatory Poverty and Vulnerability Assessment in 3 districts in Northern Region, focused on participatory assessment of health insurance for the poor in Ghana, and Gender and Decentralisation in Northern Ghana. He has contributed to publications including case studies based on programme experience in Ghana. More recently, he has co-authored publications on civil society sustainability in Ghana and contributed to the Oxfam in Ghana Inequality Report.

Mohammed-Anwar currently serves as Head of Programs and Campaigns at Oxfam in Ghana with responsibilities for programme, policy and strategy leadership with strategic oversight for programme accountability and learning, partnership and relationship management, and fundraising. He manages a team of thematic advisors/managers leading the delivery of key thematic programmes of Oxfam in Ghana’s advocacy and campaigns work at national level, which complement influencing, advocacy and campaigns at regional, continental and global level. He supports Oxfam in Ghana’s Country Director to oversee the development and delivery of country strategy. He has also actively engaged with key organisational processes, such as the development of Oxfam International’s Global Climate Change Program, and the Strategic Framework 2020-2030, where he was part of the core team driving the process. He previously led Oxfam in Ghana’s Economic Justice Programme (2009-2017) and acted as Country Director for Oxfam in Ghana on four different occasions.

As part of his commitment to bridging the theory and practice gap in international development, Mohammed-Anwar has served as a faculty member of the Graduate Institute of Geneva, and teaches strategic project management on international development policies and practices in Ghana. Mohammed-Anwar holds an Executive Master’s in development policies and practices from the Graduate Institute of International and Development Studies, Geneva (2018), an MA in development studies from the University of Ghana, Legon (2005), a BA in integrated development studies from the University for Development Studies, Ghana (2002), and a Certificate in international development, with a specialism in community development, from Trent University, Canada (2004).
