International Foundation of Employee Benefit Plans
Mindy Harris is a Senior Consultant with SST Benefits, where she advises governmental plan sponsors in defined contribution plan management and administration. Prior to joining SST Benefits Consulting, Mindy served as the Chief Financial Officer for Multnomah County, the most populous county in Oregon, with assets over $1 billion. Her responsibilities included management of the Finance, Risk Management, Purchasing, Employee Benefits and Retirement functions.
In addition, Mindy was the plan administrator for Multnomah County’s 457 Deferred Compensation Plan from 1994-2012, and was responsible for plan document interpretation, marketing and participant education, investment provider contracts and relations, and compliance with state and federal regulations. Multnomah County employs approximately 4,500 individuals and the Deferred Compensation Plan had over 3,300 participants and nearly $200 million in assets at the time of Mindy’s retirement. Under her leadership, Multnomah County received nine awards for leadership recognition in the field of defined contribution administration from NAGDCA.
Mindy was elected to the executive board of the National Association for Government Defined Contribution Administrators (NAGDCA), and served as president of the association in 2008. While president, she testified before the US House Ways & Means Committee regarding fee disclosure for retirement investment plans.
She graduated from Portland State University with a Bachelor of Science degree in business administration, concentrating in management and accounting. In 1999, Mindy earned her designation as a Certified Retirement Administrator and Certified Retirement Counselor through the International Foundation for Retirement Education. She also serves as an instructor for the International Foundation for Employee Benefit Programs (IFEBP).
