Biography

Mark Levin is a clinical associate professor with extensive professional experience in local government management and teaching experience in public management and government budgeting.

Levin was the city administrator of Maryland Heights, Missouri, from 1985 to 2015. He is an active member of the International City/County Management Association (ICMA), is an ICMA Credentialed Manager, and has received many awards for his record of public service, including the Lifetime Public Service Award from the East-West Gateway Council of Governments,  ICMA’s 40 Year Service Award and ICMA’s Professional Award for Career Development.

Levin taught governmental budgeting as an instructor at the University of Missouri-St. Louis. He also taught local government and public budgeting courses at Northern Illinois University, Southern Illinois University, St. Louis University, and Washington University in St. Louis. He has published articles on local government, community relations, and teaching.

Levin earned his bachelor’s in education from Miami University in Ohio and his MPA from Kent State University, where he concentrated in urban studies. He also attended a program for senior executives in state and local government at the Kennedy School of Government at Harvard University.
