Up to March 2021, Regional Minister of Economy, Employment and Competitiveness at the Madrid Government (Consejero de Economía, Empleo y Competitividad de la Comunidad de Madrid).

He specialises in Arbitration before ICC, ICSID, Corte de Arbitraje de Madrid and Adhoc Tribunals both in International Commercial and Investment Arbitration. Manuel usually represents companies in the Energy, Construction or Insurance sectors before Ordinary Courts. Manuel is specialised in Commercial Litigation, with a remarkable specialisation in unfair competition litigation and in contract law.

Adjunct Professor of EU Law, International Trade Law and Investment Arbitration at Universidad Pontificia Comillas (ICADE), where he also lead a research group at the Constitutional Law Department in collaboration with the Special Rapporteur of the UNO for the Right to Health.

He was member to the Advisory Council of the Rafael del Pino Foundation, President of its Alumni and is now fellow of Aspen Institute España.

Manuel, J.D., ICADE has a major in Business Administration from ICADE (E-3) and a major in Political Sciences from the Universidad Autónoma de Madrid. Manuel is International Legal Studies LL.M. at the New York University School of Law as Rafael del Pino Scholar. He also has a Diploma in Ordinary Proceedings before EU Courts from IE University. He worked at the Inter-American Commission on Human Rights (Washington, DC) with a scholarship of the Center for Human Rights and Global Justice of NYU School of Law.
