Presentation

Klaus is exploring management and leadership as it is performed during current welfare transitions. The major interest is how the introduction of new welfare ideals bring institutional tensions to the surface – e.g. between hierarchical and network-based technologies. From this perspective, he studies how public managers handle these tensions and paradoxes – especially how they create and maintain a meaningful coherence across these fields of tension that makes collaborative action possible (agency). The theoretical sources are institutional theory, narrative theory and public value theory.

Klaus has a background as management practitioner in central and local government, and he prefers that research can be used to enhance and qualify the agency of practitioners. Therefore, it is very important for Klaus to teach at the master programmes for public managers.
