Kai A. Konrad is an ESMT distinguished affiliate professor and the director of the Max Planck Institute for Tax Law and Public Finance in Munich, Germany.

He received his PhD in 1990 from the Ludwig Maximilian University of Munich. From 1994 to 2009 Kai was a chaired professor of Economics at Free University Berlin. Concurrently he was an adjunct professor at the University of Bergen, Norway from 1994 to 2000 and a director at the Social Science Research Center Berlin (WZB) from 2001 to 2009.

Kai's main research interest is in the area of Public Sector Economics, particularly addressing questions about the origin, functioning and financing of states and other organized groups. He is a member of the German Academy of Science and Engineering (acatech), the Academia Europaea, and of the German National Academy of Sciences Leopoldina. He is a co-editor of the Journal of Public Economics and a member of the Council of Scientific Advisers to the Federal Ministry of Finance, which he chaired from 2011 to 2014.
