Biography

Graduate Institute of International and Development Studies

Dr. Jérôme Duberry is the Special Advisor to the Director on the Digital Hub, and Senior Researcher at the Albert Hirschman Center on Democracy (AHCD) and at the Centre for International Environmental Studies (CIES). His research activities focus on the use of digital technologies by civil society in the context of democratic processes and environmental governance. In his doctoral thesis, he examined how digital technologies contributed to the participation of civil society organizations in a global multi-stakeholder process. He demonstrated that, under specific conditions, digital technologies could contribute to increasing participation and consensus-building. In 2019, Jérôme obtained a grant from the Swiss National Science Foundation to explore the promises and pitfalls of artificial intelligence (AI) for citizen participation. Based on this research, his book entitled “Artificial Intelligence and Democracy : Risks and Promises of AI-Mediated Citizen-Government Relations”, explores the growing use AI at various levels of the citizen-government relation and calls for an innovative, human-centric governance of AI based on risk assessment that prioritises equality, freedom, human rights and popular sovereignty. Since 2022, Jérôme co-leads with Dr. Christine Lutringer a research project on storytelling, youth, and artificial intelligence funded by the Swiss National Science Foundation. As part of his interest in innovative forms of participation and collective intelligence, he trained in foresight and design thinking facilitation.
