Dr Finnegan is a Lecturer in Public Policy. He is also a Visiting Fellow at the Grantham Research Institute on Climate Change and the Environment at the London School of Economics and Political Science (LSE). Before joining UCL he was a S.V. Ciriacy-Wantrup Postdoctoral Fellow at UC Berkeley and a Postdoctoral Fellow at the Niehaus Center for Globalization and Governance at Princeton University.

He earned his PhD in Political Science in 2019 from LSE. His thesis, Low Carbon for the Long Term: Essays on the Comparative Political Economy of Climate Change Policy examines the role of political institutions and electoral incentives in structuring the distributional politics of long-term climate policymaking across countries. It was awarded the 2020 Virginia Walsh Dissertation Award for best dissertation in the field of science, technology and environmental politics by the Science, Technology & Environmental Politics (STEP) Section of the American Political Science Association. He holds an MRes in Political Science and an MSc in Philosophy and Public Policy from LSE and a BA in Latin American and Latino Studies and Sociology from UC Santa Cruz.

Research

Dr Finnegan studies the comparative political economy of the high-income democracies. His research investigates how governments, voters, and business understand and address long-term societal challenges, particularly climate change.
