Background and Education

Dr. Irving Mintzer is a Senior Advisor to Potomac Asset Management Company as well as Managing Director and Chief Strategist for the Potomac Energy Fund. He is an internationally recognized expert on energy technologies as well as on the impacts of climate change on human societies and natural ecosystems.

He is a member of the Global Business Network and has consulted extensively to multi-national corporations as well as to multilateral financial institutions, including Shell, SwissRe, TEPCO, UNDP, UNFCCC, the World Bank, and the Global Environment Facility. Dr. Mintzer has been involved in the international negotiations related to energy, global climate change, and stratospheric ozone depletion for the last 30 years. For two years, Dr. Mintzer acted as Senior Advisor to the Deputy Director of the Office of Intelligence and Counter-intelligence of the US Department of Energy, focusing on the linkages among energy, environment and security issues.

Most recently, he has worked as Advisor to the Assistant Secretary for Policy and International Affairs at the US Department of Energy on issues related to critical materials and strategic resources. He is also an Adjunct Professor in the Energy, Resources, and Environment Program of the Johns Hopkins School of Advanced International Studies in Washington, DC.

Dr. Mintzer holds an MBA in Applied Economics and a PhD degree in Energy and Resources from the University of California at Berkeley.
