Carroll School of Management

Frank J. Parker has been employed at Boston College since September 1969. He currently holds the rank of tenured full professor and teaches graduate level real estate development, sustainability, and nonprofit organizations courses in the Carroll School of Management. For 23 years, he also was an adjunct full professor at Boston College Law School where he taught a variety of international law courses. He is a practicing attorney and licensed real estate broker in the Commonwealth of Massachusetts. Frank J. Parker is a graduate of Holy Cross College (B.S.), and Fordham University Law School (J.D.).

Drawing his over forty five years of academic and experience he specializes in counseling and representing clients of all religious denominations, educational entities, other not-for-profit organizations and governmental agencies within the United States and overseas. He also was Administrator of Real Estate for the Society of Jesus of New England, Inc. for five years and was Chairman of the Board of Schools for Children, Inc., a State supported enterprise for emotionally disturbed children, in Arlington, Massachusetts for three years. Recently, he has been one of seven real estate professionals charged as The Real Estate Advisory Committee of the Roman Catholic Archdiocese of Boston with the selling of 47 parishes for in excess of $60 million in the wake of its recent lawsuit settlements.

For over a decade Professor Parker was a member of the Real Estate Roundtable (formerly the National Realty Committee) serving on their Real Estate Policy Advisory Committee. Currently he is an active member of The American Society of Real Estate Counselors (ASREC); The Urban Land Institute (ULI), and the Appraisal Institute (MAI). In 2006 he was appointed a Fellow by the British Royal Institute of Chartered Surveyors (FRICS). Professor Parker has served as a Visiting Scholar at the Urban Land Institute in Washington, D.C.; a Visiting Professor at the Berman Real Estate Institute of Johns Hopkins University and an Associate Fellow at the Southern African Research Project at Yale University. He was a short-term Fulbright Professor in Business Administration in four French speaking African countries in 1977, and has been a real estate consultant at Duke University in Durham, North Carolina; at Clark University in Worcester, Massachusetts; at Weston College School of Theology in Cambridge, Massachusetts; at Duquesne University in Pittsburgh, Pennsylvania, at Regis University in Denver, Colorado and at Tougaloo College in Jackson, Mississippi, “An Historic Black College.”

For three years, Professor Parker was the Editor-in-Chief of the Journal of RTC Real Estate for Warren Gorham and Lamont, where he wrote a column each issue on “Ethics in Real Estate”. He was the author of Law and the Poor for Orbis Books; co-author of an MBA textbook with Norman P. Schoenfeld, Modern Real Estate for D.C. Heath Co. and a contributing Author toAlvin Arnold’s Real Estate Investor’s Desk Book and to Alvin Arnold’s Real Estate Syndication Manual, both for Warren, Gorham and Lamont. Current events and scholarly articles of his have appeared in “The Cornell Law Review”, “America”, “Commonwealth”, “Urban Land”, “Real Estate Issues”, “Real Estate Review”, and “The American Banker”, among others. For three years he was a Director of Auburn House Publishing, Inc. until bought out by Elseveer Publishing, Inc.

Frank J. Parker served for nine years as a Trustee at Regis University in Denver, Colorado, of which he served three years as Chair of its Investment Committee and one year as Chair of its Finance Committee. He served for three years as President of the Center for International Visitors in Boston, Massachusetts and served for five years as a Director of the Massachusetts Government Land Bank on appointment by then-Governor Michael Dukakis. Among others, he has been a board member of Greater Boston Legal Services, The Massachusetts Governor’s Legal Services Advisory Committee, The Massachusetts Bar Association Legal Aid Committee (Chair) and the Boston Theological Institute (Finance Chair). Currently he is serving as a Conservation Commission member in the summer resort town of Hull, Massachusetts and recently served as Affordable Housing Advisor in Kingston, Massachusetts. Earlier he was a member of the Affordable Housing Select Committee of the Greater Boston Real Estate Board and a contributor to the Massachusetts Bar Association Legal Practice Manual on Affordable Housing. He also has served as a Special Hearing Officer for the City of Boston Housing Courts and as a Special Arbitrator for the Massachusetts Bar Association in an affordable housing attorney abuse case.

From 1973 onward, he has lived and lectured in a number of African countries, and has been widely published on African affairs and has served on United States Delegations at the United Nations Human Rights Commission in Geneva and at UNESCO in Paris. He also was a consultant to the Shultz Commission on South Africa and The Vatican Commission on Peace and Justice. His book South Africa: Lost Opportunities by Lexington Books was reviewed in Foreign Affairs. For over three decades he has taught a course on “Doing Business in Africa and was Co-Chair of the Boston College Faculty African Studies Lecture Series.

Professor Parker was the first foreign consultant employed by the Government of Bermuda starting in 1994 to act as a consultant to assist it in closing the 2500 acres American Naval Bases on the island and redevelop the 10% of the land mass involved as commercial, residential and recreational improved space. Real Estate Issues published his article “Closing U.S. Military Bases in Bermuda” on his work on this subject. He offers a course on Doing Business in Bermuda at Boston College and frequently consults to American, Canadian and Bermudian corporations on business situations in Bermuda especially in the resort industry including sales and financing in the $30 million to $60 million dollar range. Professor Parker has served as a consultant to the City of Hamilton, Bermuda and its Mayor and to the Bermuda West End Development Corporation and to the Roman Catholic Diocese of Bermuda.

In 2014, he received an Outstanding Counselors Award from the Counselors of Real Estate headquarterd in Chicago, Illinois.
