Biography

David Schäfer is a member of the European Commission’s Secretary-General, where he works on the European Green Deal. In his previous post, he was a member of the Commission’s Recovery and Resilience Task Force that supports Member States’ recovery from the Covid-19 crisis. His responsibilities included developing the Commission’s communication strategy about the recovery package. He also worked as a briefer for the President and Vice-Presidents in the Secretariat-General.
Prior to joining the Commission, David advised the European Central Bank’s Supervisory Board member Pentti Hakkarainen on his media activities. As a press officer, he regularly interacted with journalists and co-developed the European Central Bank’s Brexit Communication Strategy.
David holds an MA from the College of Europe and a PhD from the London School of Economics and Political Science (LSE). His PhD analysed the impact of ideas and rhetoric on EU financial negotiations and his research is published in the Journal of Common Market Studies and the Policy Studies Journal. He holds the Postgraduate Teaching Certificate for Higher Education (PGCert).
