UMass Lowell
I provide policy research, report writing, public relations, strategic management and other services to public and nonprofit organizations and other consulting firms, and bring a wide range of experience in government and politics to bear in those efforts.
My book, "Managing Public Sector Projects: A Strategic Framework for Success in an Era of Downsized Government," was published in March 2010 by CRC Press. The second edition was published in 2016 by Routledge.
Sponsored by the American Society for Public Administration, the book uses case studies ranging from reconstruction projects in Iraq to the Big Dig project in Boston in presenting a strategic guide to managers at all levels of government. Among the issues examined are planning, scheduling and cost-estimation, financing, team-building, contract-drafting, monitoring and controlling and long-term maintenance. An informal advisory board of close to a dozen experts in public projects around the country provided much help, information, and advice.
