Wagner Graduate School of Public Service
William Wheeler is the MTA Director of Special Project Development and Planning. Many of the most notable MTA projects are based on planning studies overseen by Mr. Wheeler including the recently opened Fulton Center and Atlantic Terminal in Downtown Brooklyn. He developed the Long Range Planning Framework which has led to the LIRR East Side Access project and the resumption of the Second Avenue Subway. The current MetroCard, used by millions of customers each day, is based on the foundation travel and pricing study overseen by Mr. Wheeler. He has also lead some of the largest travel surveys in North America. Mr. Wheeler is a long-time member of the Institute of Transportation Engineers and the recipient of the "2011 Public Service Leader" award from the NYU Rudin Center. He is also a Board member of the Jacob Javits Convention Center Development Cooperation.
He is trained in urban planning and transportation engineering with a BA from Marietta College, an MPA from American University and an MS from Manhattan College.
