An Adjunct Associate Professor at the National University of Singapore (NUS), he holds a B.Sc. (1st-Class Honors) in Physics , a M.Sc. in Health Physics and a M.Sc. in Industrial Hygiene.

He is immediate past Senior Consultant (IH) at the Ministry of Manpower (MOM), Singapore. In his role, he provided guidance and advice on IH matters. He helped build competencies of IH professionals and practitioners in their knowledge, skills and practice. He represented MOM in technical committees to develop IH standards, push IH boundary, shape IH landscape and help make Singapore a country renowned for best practices in WSH.

In his previous role as Deputy Director (OSH Specialists), he spearheaded the development of polices and strategies in the areas of IH standards, regulations, enforcement, capability building and best practices. He directed the development of IH Management Programmes to manage workplace health hazards and safeguard persons against such hazards.

He held numerous portfolios while in MOM including Co-Chairing the National Globally Harmonised System (GHS) Task Force responsible for coordinating the implementation of chemical hazard communication system and leading the Risk Management Task Force in developing the risk management framework.

He is Vice-Chairman of the Registered Industrial Hygienists (RIH) Board which administers the RIH (SG) Scheme under the auspices of the Occupational and Environmental Health Society, Singapore. He is also Co-Convenor of CP 99 Workgroup responsible for reviewing the Singapore Standard (SS) on Industrial Noise Control, and Co-Convenor of SS Local Exhaust Ventilation Systems Workgroup responsible for developing the SS on LEV.

He was awarded the William Yant Award from the American Industrial Hygiene Association in 2012 for his outstanding contributions in IH.
