Dr. Ricardo Pereira is a Reader in Law at the Cardiff Law & Politics School, having previously held the positions of Senior Lecturer in Law at the Cardiff School of Law & Politics (2015-2020), Senior Lecturer in Law at the University of Westminster, Business School (2013-2015) and Lecturer in Environmental Law at Imperial College London, Centre for Environmental Policy (2009-2012) . At Cardiff he is a member of the Centre for Environmental Justice, the Centre for Crime, Law and Justice, the Centre for Human Rights and Public Law and the International Studies Research Unit. His administrative and teaching roles have included Chair of the LL.M Exam Board and Route Convenor of the LLM in International Commercial Law programme (2016-2020), leader of the International Energy Law LL.M module and teaching in the LL.B programme in the fields of European Union Law and Business Law.

He has held associate or visiting teaching and research positions in several other UK or overseas academic institutions, including Queen Mary, University of London, University College London, Imperial College London, the University of Essex and the National University of Singapore. He holds a Ph.D. in Law (University of Essex), an LL.M. in Public International Law (City, University of London) an LL.M. in International Business Law (Queen Mary, University of London) and an LL.B. in Law (Federal University, Ufba).

His research interests lie primarily in international and European environmental, energy and natural resouces law, European and transnational criminal law, environmental crime and law enforcement, as well as other sub-fields of public international law including international economic law, the law of the sea and human rights law. His monograph 'Environmental Criminal Liability and Enforcement in European and International Law', (Brill, 2015) assesses legal, theoretical and practical questions relating to the harmonisation of environmental criminal law in Europe and internationally, as well as the constitutional dimensions and effectiveness of transnational legal mechanisms aimed at combatting environmental crime. The book is widely cited in the 2018 United Nations Environment Programme's comprehensive study on environmental crime globally. More recently he co-edited (w/ A. Engel and S. Mietinnen) 'The Governance of Criminal Justice in the European Union: Transnationalism, Localism and Public Participation in an Evolving Constitutional Order' (Edward Elgar, 2020) and is finalising a book on international natural resources law (in contract with Routledge) due to be published in mid-2023.

He has undertaken research and regularly gives advice to international and national organisations and NGOs, including the International Union for Conservation of Nature (IUCN), the United Nations Environment Programme (UNEP), the European Commission, the National Assembly for Wales and the German-Colombian Peace Institute / Instituto Colombo-Aleman para la Paz (CAPAZ). He is currently a member of the IUCN World Commission on Environmental Law and is on the advisory board of the International Community Law Review. Most recently he guest edited (w/ B. Garcia) a Special Issue on 'The Amazon Rainforest' published in the Review of European, Comparative and International Environmental Law (RECIEL) in July 2021; and has previously acted as the Book Reviews Editor for the European Energy and Environmental Law Review (2009-2012). He regularly acts as expert Panel member or reviewer for Research Councils (including Research Council Norway, the National Science Center, Poland and the Research Foundation - Flanders, Belgium) and as academic reviewer for leading publishers and academic journals.
