Raymond E. Kramer is an Adjunct Professor of Public Service as well as an administrative law judge at the New York City Office of Administrative Trials and Hearings (OATH), where he serves as the Director of the Administrative Judicial Institute and the Executive Director of the New York City Center for Creative Conflict Resolution.  He is an experienced mediator and an adjunct clinical professor of law at New York University Law School, where he co-teaches the Mediation and Advanced Mediation: Dispute System Design Clinics.  He is also an adjunct professor at New York University’s School of Professional Studies, where he teaches Dispute Resolution and Conflict Management in the Master’s Degree program in the school’s Human Resources Management and Development Division. 

Judge Kramer is a member of the City Bar Association, the National Association of Administrative Law Judiciary (NAALJ), and an Executive Board member of the New York State Administrative Law Judges Association (NYSALJA).  He is a graduate of the University of Virginia and Harvard Law School.
