Ray C. Han earned a B.S. in Applied Mathematics at Yale University and an M.S. in Systems Engineering at Stanford University, his graduate studies included databases and system analysis at UCLA, he earned his Law degree at Renmin University of China. He is an Adjunct Lecturer and specializes in computer science and digital technology.

He is one of the first Americans to go to Tsinghua University and take his classes in Mandarin Chinese. He belongs to many organizations including the Silicone Beach Innovations lab, Asia- Pacific Center and Center for Chinese Studies. He is also on the Harvard Kennedy School of Government.
