Biography

Prof. Raphael completed his BA in Philosophy and JD from the University of the Philippines. He went on to earn the Graduate Diploma in Humanitarian Law at the American University, the LL.M. in International Law at Cambridge, and the MSt in Human Rights at Oxford. His research on the application of command responsibility to the Philippine drug war received the Morris Dissertation Prize and is published as Command Responsibility in the Times of Tokhang: Defining Military-likeness under Article 28(a) of the Rome Statute with the prestigious Asian Journal of International Law.

Raphael’s career path bridges academia with advocacy. He was awarded the Bonavero Human Rights Fellowship through which he advocated for the rights of Filipino migrant workers on death row in the MENA region. Raphael has likewise represented victims of extrajudicial killings and gender-based violence as a Fellow for CenterLaw-Philippines and as a consultant with the United Nations. He is the Associate Dean and Assistant Professor at JGLS and serves as a Visiting Scholar at Harvard Law School. He has published widely on the fields of human rights law and international criminal law with Brill | Nijhoff, the Cambridge University Press, and the Oxford University Press.
