McCourt School of Public Policy

Neal A. Pollard, J.D. is an International Affairs Fellow of the Council on Foreign Relations. Formerly, he was Board Director and General Counsel of the Terrorism Research Center, Inc., a corporation he co-founded in 1996, and now a strategic partner of Total Intelligence Solutions, LLC. Mr. Pollard was also Vice President for Hicks & Associates, Inc., where he developed and directed numerous policy, strategy, and technology planning efforts for counterterrorism, intelligence, and homeland security. In addition to Georgetown Public Policy Institute, Mr. Pollard serves on the adjunct faculty of the Georgetown University Edmund A. Walsh School of Foreign Service, and the Georgetown University School of Medicine. Mr. Pollard holds degrees in political science and mathematics, a Master of Letters in International Security Studies from the University of St. Andrews, Scotland, and a Juris Doctor cum laude from the Georgetown University Law Center. He is a Term Member of the Council on Foreign Relations, and is admitted to the Virginia Bar.

Neal Pollard is a director in the forensics technology practice at PricewaterhouseCoopers, where he focuses on forensic investigations of cyber crime, economic espionage, and insider threats. He is also adjunct professor at Georgetown University. Previously, as a senior officer in the intelligence community, he served multiple managerial and operational counterterrorism assignments in the National Counterterrorism Center, the Office of the Director of National Intelligence, and the Central Intelligence Agency. He was director for counterterrorism on the staff of the U.S. Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism and was a member of the United Nation''s Expert Working Group on use of the Internet for terrorist purposes. Prior to government service, he was vice president of Hicks & Associates and general counsel and board director of the Terrorism Research Center, a corporation he cofounded in 1996. He holds a number of academic affiliations, including senior fellow of the Cyber Statecraft Initiative at the Atlantic Council, senior associate at the Center for Strategic and International Studies, and board director of the Cyber Conflict Studies Association. He is a member of the Council on Foreign Relations, where he was an International Affairs Fellow, and is a member of the Virginia Bar.
