Captain Spochart has led staffs of 300+, has co-chaired several National Special Security Event (NSSE) Subcommittees, and has provided significant leadership during six Presidential Inaugurations. Captain Spochart is a former member of the DC Sniper FBI task force and was directly involved in the national response to the anthrax and ricin attacks in DC in 2001 and 2004, as well as the terrorist attacks of 9/11. In 1998, he performed a critical role in the response and investigation to the murder of 2 USCP police officers in the U.S. Capitol. Captain Spochart is a graduate member and President of the 230th Session of the FBI National Academy; 2-time graduate of the US DOJ OVC National Victim Assistance Academy; Executive Board member of the FBINAA-DC Chapter; and was an integral member of the US DOJ BJA Executive Session on Police Leadership (a multi-year research project that involved research, innovative testing of ideas, evaluation and efficacy that provided recommendations to the next generation of LE executives). As a former fellow of the IACP’s Research Center Directorate, he led several IACP international initiatives: New Police Chief’s Mentoring Project; the Police Chief’s Desk Reference; the Center for the Prevention of Violence against the Police; was the LE liaison to the Enhancing LE Response to Victims Project; is a former member of the IACP Research Advisory Committee and a former Chair of the IACP Capitol Police Section. Captain Spochart served as a panel member for the first ever Criminology and Criminal Justice Policy Coalition for U.S. Congress in 2011, Lessons from the Field: Criminal Justice Research & Policing Strategies for Safer Communities, educated U.S. Congress of the impact of social science within the DOJ and its impact on state and community policing strategies. Captain Spochart is an adjunct Professor at American University, holds a Graduate degree is Organizational Leadership, is married with one son, and lives in Frederick, Maryland.
