Michael Fullilove is the executive director of the Lowy Institute and a nonresident senior fellow in the Project on International Order and Strategy in the Foreign Policy program at Brookings. His principal expertise is in U.S. foreign policy and grand strategy and Australian foreign policy. He also writes on Asia and the Pacific, the U.N. and multilateral diplomacy, diasporas, state-building, human rights, and speech-making. In the presidential election season of 2008 to 2009, Fullilove was based at Brookings as the Lowy Visiting Fellow.

Previously, Fullilove worked as a lawyer, an adviser to Australian Prime Minister Paul Keating, and a consultant to Sir Frank Lowy AC on the establishment of the Lowy Institute. He graduated in international relations and law from the Universities of Sydney and New South Wales, with dual university medals. He also studied as a Rhodes Scholar at the University of Oxford, where he took a master's degree in international relations and wrote his doctorate on President Franklin D. Roosevelt's foreign policy. He serves on the Council of the International Institute for Strategic Studies in London.

Fullilove has published four books: A Larger Australia: The ABC 2015 Boyer Lectures (Penguin, 2015); Men and Women of Australia! Our Greatest Modern Speeches (First edition: Vintage, 2005; Second edition: Viking, 2014) (editor); Rendezvous with Destiny: How Franklin D. Roosevelt and Five Extraordinary Men Took America into the War and into the World (The Penguin Press, 2013); and Reports from a Turbulent Decade (Vintage, 2013) (co-editor with Anthony Bubalo).

Fullilove writes widely on Australian foreign policy, U.S. foreign policy and global issues in publications including The New York Times, Financial Times, Foreign Policy and Foreign Affairs, as well as the Australian press. He is a sought-after speaker and commentator who has been quoted in publications such as The Washington Post and The Economist and appears regularly on broadcasters such as the ABC, the BBC, and CNN.
