My PhD Project investigates how reforms and reforming in and of the Danish welfare institutions are possible when the reforms must both steer and set direction and at the same time facilitate an open horizon for the yet unknown – for innovation.

And further how the capacity to understand and act among the reformers with in the central government and the local practitioners of the future reforms can be strengthen by analyzing the boundaries and possibilities of steering in the future reforms.
