Fels Institute of Government

Lori Partin is a Management and Program Analyst for the US Department of Health and Human Services (HHS), supporting the development and operation of child welfare information systems.

She has an extensive background in strategic planning, public and private sector project management, and government administration at multiple levels. Her experience includes 15 years in various project management and government leadership roles. Lori's public sector practice areas include information technology (IT), child welfare/human services, financial monitoring, business process re-engineering, and government operations.

Prior to joining HHS, Lori worked as an agency and divisional Chief of Staff in both the Cities of Baltimore and Philadelphia at large social services agencies where she oversaw operational level strategies and staff, agency-wide change initiatives, and managed complex, functionally integrated projects.

In addition, she has been a consultant at both Public Financial Management and Booz Allen Hamilton, obtaining experience in both the public and private sectors, supporting and leading projects for federal, state, and local level clients.

Lori holds a BA in Finance from Temple University and has completed studies at the Fels Institute of Government, University of Pennsylvania.

She is currently pursuing an Agile Certificate Associate-establishing a background in Agile project management methodologies, and learning practices in planning, managing and executing complex IT, software development, and systems integration projects.
