Carey Business School
Jonathan M. Links, Ph.D., is a medical physicist with a B.A. in medical physics from the University of California, Berkeley (1977), and a Ph.D. in environmental health sciences from The Johns Hopkins University (1983). Dr. Links is currently a professor of environmental health sciences in the Johns Hopkins Bloomberg School of Public Health, with joint professorial appointments in health policy and management at the school of public health, in radiology and radiological science and in emergency medicine at the school of medicine, in public safety leadership at the school of education, in civil engineering at the Whiting School of Engineering and in business at Carey Business School.
Dr. Links is the university’s vice provost and chief risk and compliance officer. In this role, he is responsible for its institutional risk management program, which includes the compliance program; the crisis management program; the health, safety and environment program; and the insurance program.
Dr. Links directs the Center for Public Health Preparedness, a Centers for Disease Control and Prevention-funded center focusing on disaster mental health and public health systems research, training, and professional practice. He is also deputy director of the Office of Critical Event Preparedness and Response, which is responsible for all disaster planning for the university and health system.
Dr. Links was the lead author on the analysis of Baltimore City’s response to the April 2015 civil unrest contracted by the mayor’s office.
Dr. Links is a member of the Delta Omega Honorary Society in Public Health. He is a past president of the Society of Nuclear Medicine, a 16,000-member professional medical society that deals with the use of radioactivity and radiation in medicine. Dr. Links is currently Baltimore City’s emergency preparedness expert, working with the health, fire and police departments.
Dr. Links’ interests include emergency management and disaster preparedness and response, medical imaging-based biomarkers, and radiation dosimetry and risk assessment. He has published more than 135 original scientific papers and one textbook.
