Jonathan Halpern

Jonathan Halpern is an economist, working with governments, financiers, project sponsors and industry specialists on policies and projects to improve access, quality and sustainability of infrastructure services. Previously, he worked for the World Bank Group for 25 years where he focused on investment policy, service delivery, public and private finance, regulation and evaluation for infrastructure development with a particular focus on energy, water/sanitation, transportation and water resource management. He is an adjunct professor at Georgetown University’s McCourt School of Public Policy in Washington DC where he teaches courses on infrastructure economics and finance and has taught numerous courses and seminars for policy makers and practitioners on a variety of infrastructure related topics. Mr. Halpern was a consultant to several venture capital companies in Hong Kong specializing in financing of greenfield energy projects in the late 1980s, served as regional economist for USAID in Southeast Asia specializing in water resources management, energy development and privatization during the 1980s and traded minerals and metals at the Chicago Mercantile Exchange in the late 1970s.
