Biography

Chairman of Banco CTT since 2019 and Senior Advisor at Morgan Stanley since 2015. He has also acted as an independent consultant for multinational companies.

João Moreira Rato is an Invited Associate Professor at Nova School of Business and Economics and Nova IMS, teaching courses on sovereign country advice, asset management and financial derivatives. Additionally, he is a Research Associate at the Center for Systemic Risk at the London School of Economics.

He was a non-executive director of Omtel between 2018 and 2019.

From 2016 to 2020, he worked, in collaboration with Oliver Wyman, on the set-up and build-up of the debt management department of the Kuwaiti Ministry of Finance, where he participated in the first issue of sovereign debt in this country, and on the assessment of the structure of debt management of Abu Dhabi emirate.

From 2012 to 2014, he was Chairman and CEO of the Treasury and Public Debt Management Agency, IGCP, EPE In this role, he was responsible for the return strategy to the medium and long-term public debt markets and for its successful execution.

Between 2000 and 2012, he worked in Investment Banking in London at several institutions, including Goldman Sachs, Lehman Brothers and Morgan Stanley, and for a brief period at a Hedge Fund specializing in Global Macro strategy.

João Moreira Rato holds a degree in Economics from Universidade Nova de Lisboa in 1993 and a PhD in Economics from the University of Chicago in 2000.

João Moreira Rato is the author of the book “The European Debt Crisis: How Portugal Navigated the post-2008 Financial Crisis”, published by Palgrave Macmillan in December 2020.
