Jennifer M. Harris is a nonresident senior fellow in Foreign Policy at Brookings, a senior fellow in special project at the William and Flora Hewlett Foundation, and a fellow at the Roosevelt Institute. She is also on the leadership team of Redstone Strategy Group, providing counsel on public policy and philanthropy, and a lecturer at Apple University.
Previously, Harris was a senior fellow at the Council on Foreign Relations (CFR), writing and speaking on international economic issues, U.S. foreign policy, and climate and energy policy. Prior to CFR, Harris served as a member of the secretary’s policy planning staff at the U.S. Department of State. In that role, Harris was a lead architect of Secretary of State Hillary Clinton’s economic statecraft agenda, which launched in 2011.
Harris began her career serving on the U.S. National Intelligence Council staff, covering a range of economic and financial issues. Her work has appeared in the New York Times, Foreign Affairs, Washington Post, Politico, Bloomberg, and CNN, among other outlets. A Truman and Rhodes scholar, she holds degrees in economics and international relations from Wake Forest University (B.A.) and the University of Oxford (M.Phil.), and a juris doctor from Yale Law School.
Harris is the author of “War by Other Means: Geoeconomics & Statecraft” (Harvard/Belknap 2016), co-authored with Robert Blackwill. She is currently working on her second book, which examines how U.S. international economic policy should be reshaped to solve for inequality and middle class stagnation.
