International Foundation of Employee Benefit Plans

Mr. Castellano is the former benefits manager for the City of San Jose. He also managed employee benefits on an interim basis for the County of San Mateo and the City of San Mateo. In San Jose, Mr. Castellano managed all aspects of the welfare benefits program (currently 13,000 lives) plus the defined contribution retirement program (currently $850 million portfolio), for which he was also an elected trustee. He managed a similar scope of programs in San Mateo County (14,000 lives and $370 million portfolio). In the city of San Mateo, Mr. Castellano consulted in implementing the Affordable Care Act employer requirements and in updating the deferred compensation plan’s governance structure and operations. Mr. Castellano is a current member of the International Foundation of Employee Benefit Plans Trustees Committee. While continuing part-time work with San Mateo County, he volunteers as an instructor for the International Foundation, as a board member of San Jose’s Federated City Employees Retirement System, as a board member of the San Jose Retired Employees Association, as a board member of his credit union and as chief instructor of a not-for-profit martial arts school. Mr. Castellano is also a proud member of the 1998 charter class of the International Foundation Certificate of Achievement in Public Plan Policy (CAPPP®) program.
