HKUST Business School

Professor Chan is one of the RegTech and FinTech pioneers. As early as 1988, he led an AI (Artificial Intelligence) project, namely AICAMS (Artificial Intelligence Crime Analysis and Management System), for the Hong Kong Police and a local university in Hong Kong.

In 1997, he set up the Technology Crime Unit and the Computer Forensics Lab in Hong Kong and conducted global operations with FBI, RCMP, UK HiTech Crime and AFP. The best practices in cyber investigation, electronic evidence discovery and computer forensics for legal proceedings laid down the cornerstone for today’s RegTech developments. In 2000, he was a member of the Interdepartmental Working Group on Computer Related Crime which drove legislative changes in different ordinances.

Starting in 2011, he provided cyber security and RegTech consultancy to CASH Financial Service Group. Subsequently, Professor Chan became the CEO of CASH Algo Finance Group and Quant Finance Lab leading the research and development of 5 new Quant Finance and Algorithmic Trading teams.

Currently, he is deploying Robo-Analyzers and Robo-Traders with various Algo strategies/models in market making, crypto-currency, US stocks and ETF, and forex trading using data analytics, AI, machine learning, DMA and low latency colocation. He is the CEO of Summation Tech Inc. in Canada developing and implementing FinTech and InsurTech business applications.
