Served as the United Nations Development Program (UNDP) Advisor to the ASEAN Secretary General on the strengthening of the organization and human resource management of the ASEAN Secretariat in Jakarta, Indonesia

In this capacity, Dr. De Guzman has had extensive local and overseas management consulting experience with leading corporations in the areas of organization restructuring, corporate culture management, climate studies, performance planning and appraisal, management training and development, job evaluation, and compensation and benefits planning.

Consultant, Manager, and subsequently Principal in the Organization and Human Resource Management practice of SGV Consulting, Philippines

Director for Research and Member of the Directing Staff (i.e., Faculty) of the Philippine Executive Academy of the College of Public Administration, University of the Philippines

During latter part of this period, Dr. De Guzman also taught at the National Defense College of the Philippines and Assumption College, where she taught courses on the dynamics of social change, psycho-social foundations of national security, socio-cultural environment of development, and research methods.
