Dr Erwin Dotzauer holds a LLM in Constitutional law and a PhD in Economic and Corporate law, both from UASB University, Quito. His research focuses on the study of comparative legislation of ICT and his experience spans time in academia, industry and government. Most recent publications include “Legal and technological aspects of e-commerce, e-signatures and e-documents” and “The contract to provide recognized electronic signature certification services”.

Prior to joining Oxford in October 2013, Dotzauer was research associate at the European Agency of Digital Trust; Dean of the Law Faculty at UNIFRANZ University in Bolivia and has been a Reader of ICT law since 2003. He has been leading inter-disciplinary research projects since 2004 with numerous research collaborations, performing consulting services financed by the World Bank, UNDP & IDB. As government consultant developed the Bolivian Bill on “Electronic documents, e-signatures and e-commerce Act”.

He has also obtained grants as principal investigator from Carolina Foundation, the Center for Latin American Studies and International Cooperation, among others. As a past fellow of the Robert S. McNamara Fellowships Program (World Bank Institute), he was also awarded the Bolivian National Legal Research Award 2008 by AABIJUVA. In April 2013 participates as a judge in the international rounds of the Price Media Law Moot Court Competition, organized by the PCMLP at the University of Oxford's Centre for Socio-Legal Studies.
