Bio

Distinguished Professor of Public Administration, Rosenbloom specializes in constitutional-administrative law, administrative theory, history, reform, and personnel management. A major contributor to the field and a National Academy of Public Administration Fellow, his numerous awards include the Whittington Award for excellent teaching, Gaus Award for exemplary scholarship in political science and public administration, Waldo Award for outstanding contributions to the literature and leadership of public administration, Levine Award for excellence in public administration, and Brownlow Award for his book, BUILDING A LEGISLATIVE-CENTERED PUBLIC ADMINISTRATION. He edited PUBLIC ADMINISTRATION REVIEW, co-edited the POLICY STUDIES JOURNAL, currently serves on the editorial boards of about 15 academic journals, and is editor of the Routledge Series in Public Administration and Public Policy. Author or editor of over 350 scholarly publications, he frequently guest lectures at universities in the US and abroad. Faculty appointments include the following universities: Kansas, Tel Aviv, Vermont, Syracuse, City University of Hong Kong, Hebrew (Israel), and Renmin (China). Rosenbloom served on the Clinton-Gore Presidential Transition Team for the Office of Personnel Management in 1992; his research has been cited for authority by the U.S. Supreme Court; and he has testified before U.S. Senate Committees. His text, PUBLIC ADMINISTRATION: UNDERSTANDING MANAGEMENT, POLITICS, AND LAW IN THE PUBLIC SECTOR, was ranked the fifth most influential book published in public administration from 1990-2010. Rosenbloom was appointed to serve as a Thousand Talents Program Professor at Renmin University of China for 2016-2019.

David has taught for more than 30 years, with an emphasis on developing new techniques to improve the effectiveness of teaching. He has conducted and published research in both political science and substance abuse including a book on the development of the professional campaign management industry*, four national surveys on community anti-drug organizations and strategies, and numerous articles on substance abuse policy. He is the Director of Join Together, a program of the School of Public Health, which helps communities fight substance abuse and gun violence. He chaired a Special Committee on the Clinical Trial Network program for the National Institute on Drug Abuse National Advisory Council. David serves as a Director of Spaulding Rehabilitation Hospital, Stop Handgun Violence and is Chairman of QuitNet.com, Inc. For 8 years, he was Commissioner of Health and Hospitals for the City of Boston, acting as the city’s public health officer and CEO of the city’s public delivery system, including Boston City Hospital, 22 neighborhood health centers, and the emergency medical system. David was also President of Health Data Institute, a company that pioneered the clinical analysis of medical claims data and developed managed care tools and techniques used throughout the country today. *(The Election Men, New York, Quadrangle, 1973)
