Biography

David Levy is an Emeritus Fellow of Green Templeton College. He was a Governing Body Fellow from September 2008 to September 2018, during which time he played an active part in the College including a five year term as Chair of the Development Committee.

His College fellowship coincided with his period as Director of the Reuters Institute for the Study of Journalism (RISJ) in the Department of Politics and International Relations. As Director he focused on the changing business of journalism in the face of the digital challenge, and produced multiple publications and launched several new initiatives (notably the annual Reuters Institute Digital News Report) that, together, helped lead to an increase in the Institute’s global reach, reputation and impact along with a fourfold growth in funding. He remains a Senior Research Associate at RISJ.

He has extensive experience in the worlds of regulated industries and international media business, policy and practice. He worked at the BBC for over 20 years until 2007, initially as a journalist and subsequently working with the Director General and Chairman leading the BBC’s policy function, helping secure a new Charter and funding and reforming its system of governance. In 2008 he was appointed by the French President as the sole foreign member of a French parliamentary/expert commission to reform their public broadcaster and later went on to become a Board member of their international broadcaster, France 24. He has served as a non-executive member of the UK Statistics Authority from 2012-2019, was a member of the Ofcom Content Board between 2011 to 2017, and his expertise has been called on by various UK and international parliamentary and expert committees and inquiries.

He holds degrees from the Universities of York (BA), LSE (MA) and Oxford (DPhil) and attended the Advanced Management Programme at INSEAD.
