Biography

Carey Business School

Dr. Polsky is the 40th Bloomberg Distinguished Professor of Health Policy and Management at the Johns Hopkins University. He holds tenured appointments in both the Bloomberg School Public Health and the Carey School of Business. Before joining Hopkins in 2019, he was the Robert D. Eilers Professor of Health Care Management and Professor of Medicine in the Wharton School and the Perelman School of Medicine at the University of Pennsylvania. From 2012-2019, he was Executive Director of the Leonard Davis Institute of Health Economics where he led 300 senior fellows and their $110 million in research grants addressing the health care system challenges of quality of care, care delivery transformation towards value, care access, and equity. His research has advanced the understanding of the cost and quality tradeoff of interventions whether they are changes to large federal programs or local programs. His contributions have been to the methods of analysis and to advancing the policies of access, coverage, and payment. Dr. Polsky has explored the disparities and coverage and access challenges for minority and low-income populations throughout his career.

He is a member of the National Academy of Medicine and currently serves on the National Academy of Medicine’s Board of Population Health and the Health and Medicine Committee that oversees the NAM Boards. He serves on the Congressional Budget Office’s Panel of Health Advisers and was the senior economist on health issues at the President’s Council of Economic Advisers. He was co-director of the Policy Core for The Center for Health Economics of Treatment Interventions for Substance Use Disorders, HCV, and HIV (CHERISH) and now leads its Policy Advisory Board.
