Barlow Keener is a Managing Director at Summit Ridge Group and serves as its Chief Information Security Officer and its General Counsel. He has over 20 years of telecommunications, spectrum, Internet, and privacy law experience. He has earned an exam certification as CIPP/US privacy law certification, or “Certified Information Privacy Professional”, from the IAPP (International Association of Privacy Professionals).
Barlow has provided counsel and in-depth regulatory and financial analysis for clients involved investments in innovative FCC related spectrum issues, satellite spectrum matters, terrestrial radio technologies, small cell technologies, long-haul fiber networks, and data centers. He has actively handled state regulatory proceedings as an attorney and provided expert witness services and support for state regulators in telecommunications administrative matters involving FCC classifications of central offices, service quality failures, and 911 failures.
Barlow also practices law with Keener Law Group and previously was co-founder and CEO of BrahmaCom, a New England based facilities CLEC. In addition, he served as General Counsel at CSA, Inc., a Boston-based marketing firm, and was in-house counsel at BellSouth Telecommunications (now AT&T).
Barlow regularly speaks at major industry spectrum and telecom conferences. He authored numerous articles regarding cutting edge spectrum and telecommunications law in industry magazines. In Law school, he was the co-founder of the Emory Journal of International Dispute Resolution.
Barlow is an Adjunct Lecturer at Boston University’s Questrom School of Business where he teaches “Online Privacy and Internet Law.”
Barlow’s interests include history, literature, physics, coding, math, running, and Baptiste Yoga. He served on the Stewardship Committee of the historic Boston Trinity Church (2014-2018) and as co-founder and President of Ocean Comeback, Inc., a 501(3)(c) non-profit advocating for municipal-created ocean no-take sanctuaries (2016-2018). Barlow has run the Boston Marathon five times. He lived and worked in Budapest, Hungary for 1 year.
