Dr. Tiffany Lightbourn is the Director of Payroll at the Internal Revenue Service where she oversees the timely issuance of pay to 84,000 IRS employees, obligating over $8 billion annually. Previously as the Director of Employment, Talent, and Security, she led the hiring of 12,000 permanent and seasonal employees, and the suitability and security screening for all employees of the Service. In 2015, Tiffany was selected as a White House Fellow for a highly competitive inaugural cohort that implemented the President’s top human capital and management priorities.

Tiffany is an experienced researcher and evaluator who seeks to make government work better by utilizing performance and outcome data on federal programs. As the Chief of Research & Evaluation at United States Citizenship and Immigration Services (USCIS), she created a program of applied research and statistics on immigration programs and immigrant populations. Under her leadership, Tiffany’s staff won a Directors Award, and her studies have also won awards for government excellence in assessing customer satisfaction. Prior to joining USCIS, Tiffany led one of the government’s most extensive and comprehensive administrative transition efforts as the Deputy Director of The Department of Homeland Security (DHS) Presidential Transition Team. In 2006, Tiffany managed and created over $50 million in DHS grant opportunities that leveraged a variety of scientific disciplines to contribute to the Department’s understanding of terrorism, immigration, border, and maritime security.

In 2004, Tiffany won an American Association for the Advancement of Science fellowship that brought her to Washington, DC. Placed in the DHS Science and Technology Directorate, she advised managers on voluntary and forced migration patterns and the impact of immigration policy on the deployment of border security technology. Prior to working for the federal government, Tiffany served as an Assistant Professor of Psychology at Vassar College. Tiffany graduated with a doctorate in social psychology from The University of Michigan in 2000.
